Yes. The Tokai subtle change to it to make the guitar legal is that there is a slight dimple in the middle of the open book design.

The true open book headstock does not have this. There are not meant to be any true open book headstock guitars sold in the UK now, but somehow that isn't always the case!
 
Tokai's made for the Japanese market have the open book headstock like Gibson.

Sometimes the odd one will sneak through to the UK.
 
Japanese home market Tokai's still use the "open book" headstock due to the "relaxed" copyright laws over there. Some individuals import Japanese home market models to the UK and the rest of Europe though, so they are still available if you know where to look. Official European imports must have the headstock revision though due to the stricter copyright laws.

The "open book" headstock was available in the UK up until late 2003, when they were changed for the "mk I" revised headstock with the small hump in between the pages. The "mk II" headstock is the current one with the slightly larger hump. Both the Korean and Japanese models that came into the UK had the "open book" headstock until around 2003.
