Any idea what this info on the neck could mean?

I got a Tokai Silver Star Strat on TGP last month and when I took it apart I noticed this odd writing on the butt end of the neck. Any ideas what it could mean?

It seems like under that black dot is a 4

Hi Dutchman,

unscrew the scratchplate and there should be a matching code in the pickup route of your SilverStar.
It should read 9 = 14 BB Y or something similar.
These are matching p[roduction numbers.
Together, with the serial # on the headstock thay allow me to date the guitar, tell you the original colour and other information
